U.S. Department of Defense Environmental Laboratory Accreditation Program (DoD ELAP)

The ANSI National Accreditation Board (ANAB) is recognized by the U.S. Department of Defense Environmental Laboratory Accreditation Program (DoD ELAP) to provide accreditation for laboratories performing analysis in support of environmental restoration work for the DoD. The DoD relies on accreditation bodies like ANAB that participate in the International Laboratory Accreditation Cooperation (ILAC) mutual recognition arrangement to implement DoD ELAP accreditation.

What Is the DoD ELAP Program?

The objectives of the ANAB DoD ELAP program are aligned with the objectives of the DoD accreditation program:

  1. Promote interoperability among DoD components
  2. Promote fair and open competition among commercial laboratories
  3. Streamline the process for procuring environmental laboratory services
  4. Promote the collection of data of known and documented quality, suitable for their intended uses

DoD ELAP allows environmental laboratories to voluntarily demonstrate competency and conformance to international conformity assessment standards through accreditation to program requirements. Environmental laboratories accredited to program requirements demonstrate impartiality, while generating valid measurement results that feed into the Defense Environmental Restoration Program (DERP).

The DoD Environmental Data Quality Workshop (EDQW) has unified management systems requirements for environmental labs that intend to perform work for the DoD across the Components in the DoD Quality Systems Manual for Environmental Laboratories (DoD QSM). 

ANAB Accreditation for DoD ELAP

ANAB provides accreditation for environmental labs that perform testing in support of DoD. ANAB treats our customers as partners while maintaining the integrity of the standards and programs, such as DoD ELAP. We help our customers enhance their business and technical performance to realize the value and importance of accreditation.

Program requirements include the DoD Quality Systems Manual Version 5.4, 2021 and ANAB’s supplemental requirements, SR 2420, DoD Environmental Laboratory Accreditation Program. Laboratories are accredited to ISO/IEC 17025:2017 with the DoD ELAP assessment occurring concurrently. Additionally, ANAB can accredit conformity assessment bodies to ISO/IEC 17020 for inspection or ISO/IEC 17065 for product certification as part of the assessment process.
