ISO 8124-1:2022 – Safety of toys – Part 1: Safety aspects related to mechanical and physical properties, an international standard, specifies acceptable criteria for the structural characteristics of toys, assuring safety for their anticipated use and reasonably foreseeable abuse. The guidelines outlined in ISO 8124-1:2018 apply to all toys, or “any product or material designed or clearly intended for use in play by children under 14 years of age.” Some products under this distinction, however, are not applicable to this standard. Products not included within the scope of ISO 8124-1:2022 include:
- Bicycles, except for those considered to be toys
- This exception considers toy bicycles with a maximum seat height of 435 mm
- Children’s bicycles with a seat height ranging from 435 mm to 635 mm are specified in ISO 8098:2023 – Cycles – Safety requirements for bicycles for young children
- Slingshots
- Toy versions of medieval catapults and trebuchets are, however, covered by this document
- Darts with metal points
- Home and public playground equipment
- Swings and slides are covered in ISO 8124-4:2014

- Compressed air and gas-operated guns and pistols
- This exception does not include toy guns, e.g. those that eject water by means of compressed air
- Kites
- This exception does not include the electrical resistance of kite strings
- Model kits and hobby and craft items, in which the finished item is not primarily of play value
- Sporting goods and equipment, camping goods, athletic equipment, musical instruments, and furniture
- Their counterparts, however, are included. The intention of the manufacturer or distributor determines whether the musical instrument or sporting item, for example, is a toy counterpart or not
- Models of aircraft, rockets, boats, and land vehicles powered by combustion engines
- Their counterparts, however, are included
- This includes the engine itself, as well as spare parts
- Collectible products not intended for children under 14 years of age
- Holiday decorations intended for ornamental purposes
- Aquatic equipment intended to be used in deep water, swimming-learning devices, and flotation aids for children
- e.g., swim-seats and swim-aids
- Toys installed in public places
- e.g., arcades and shopping centers
- Puzzles having more than 500 pieces or without a picture, for specialists
- Fireworks including percussion caps
- This exception does not include percussion caps specifically designed for toys
- Products containing heating elements intended for use under the supervision of an adult in a teaching context
- Steam engines
- Video toys that can be connected to a video screen and operated at a nominal voltage greater than 24 V
- e.g., video game consoles
- Babies’ pacifiers
- Faithful reproduction of firearms
- Electric ovens, irons, or other functional products operated at a nominal voltage greater than 24 V
- Bows for archery with an overall relaxed length exceeding 120 cm
- Fashion jewelry for children
- This exception does not include jewelry a part of toy (e.g. a doll) and is not intended to be worn by a child
- It also does not include kits for making jewelry
